other users reported problems with the skin - maybe menu related. try to use default skin for testing first.

I found the problem.

There was a malform XML in the HostSettings.ascx.resx under \DesktopModules\Admin\HostSettings\App_LocalResources. Look like the upgrade broke this file. Look at the end the file, </root> appeat twice with a peace of text.

are you using release version or a beta? I can't confirm, in my local installation build 5.1.0.773 (Release) file HostSettings.ascx.resx has a single /root. File Size 35.760 byte, dated ‎5. ‎June ‎2009, ‏‎21:10:30 (UTC+2)

i can confirm this is an issue I am experiencing as well on the release version of 5.1
