I was able to solve this by adjusting my web.config to point to a db that didn't exist, clicking on a link. Then reverting back to the correct web.config and doing the same thing. This is effect caused the DB to reload.

 simply adding a blank at the end of any line and saving web.config would have had the same effect.

Hi...did you find a solution to the second issue...I am experiencing the same problem... there is no identification in Version 5.1.4 (red box or outline) to indicate what modules are admin only when editors are logged in.

 No, I still do not have a solution for that. It is a nice feature and I would like it back, as well.
