I'm back to post the solution that I found.  As a footnote, I feel people who use these forums have an obligation to contribute.

The solution that I found was very simple.  Make sure you have WRITE permissions set on the necessary folders for your DNN install.  You need to check the DNN docs to see which folders need WRITE permissions as I don't know them off hand.  To quickly see if this is the issue, just set all your folders to have WRITE permissions.  Then, you can go back and set the proper read and write permissions based on the docs.

I didn't change the write permissions on my portal so this was the last thing I would have checked.  Turned out my hosting company moved my site to a new server because of heavy traffic and a few folder permissions somehow didn't copy over.

But, after spending HOURS checking everything else, this was the simple solution.
