Sorry, this is not correct. ASP.NET is normaly hosted inside IIS, but does not depend on it.

There has been the cassini implementation for ASP.NET 1.1. , there is mod_aspdotnet which host the Microsoft ASP.NET inside Apache.

Even the free Visual Web Developer Express carries its own non IIS web server, it is the easiest way to start playing with DotNetNuke 4.x using the starter kit. It does not need IIS, but I think it is limitited on usage only from your computer and is not accessible using the network.

Saying that I must say that it is the simplest way to use IIS and XP prof or windows server.

Thanks for all the help.  No matter what, I will need xp pro or 2003 server though right?  I do have an old machine with win2Kpro on it.  I could do it on that.  Are there any hosting companies that offer a 30 day trial that anyone knows of?
