i did that did not work i even tried version 4.0 that didnt work either

 I asume that this is your issue.  If you use the 5.5.1 Install package and extract it to your DNN folder you override the existing web.config file.  You have to made a copy of the previous web.config file.  Then after you extract the new DNN package you have modify the web.config file by altered the 2 connection strings, transfering the maschine key from the backuped web.config file to the new web.config file.  Also you have to make sure that the objectQualifier and databaseOwner are the same on the new web.config as on the old one.

With auto generate the maschine key a new database creation is rolled out, and have a other encryption, so you could not access to all existing users, while the encryption is not the same as on 4.9.5!

 i mean that in my web.config from 4.9.5 the machinekey is set to autogenerate and i used the 5.5.1 upgrade package.
so my web.config was not overwritten .
Upgrade to 5.1.4 was also no succes aaarrrggghhhh.
