as I put all the step by step there.  I don't see where you put the DB setting info for the second key under app settings.   Also, I don't think you should change the applicationname here - it should get set by itself. 

For permissions - start a new folder. Unzip a copy of Install.zip to that folder and set full control for that folder to NETWORK SERVICE only (you're on Win2k3).  Check the portals subfolder to ensure the rights are inherited.  Nothing else to add or change if that is set. 

If you use VS - it requires Front Page extensions on the web.  You must install/configure these in IIS.  Once you do, it will tighten security and remove full access from NETWORK SERVICE.  Re-Check these permissions or set them only after you have configured FP Extensions.

Then you should be OK.
