No worries about responding. I'm hoping what I have discovered will help you to resolve the issue. I use DNN on one of the sites that I host for a client and would like to keep using it :)

My main concern at the moment is that a number of hosts run this setup for various reasons, all valid. Not sure what the best solution is, as I get time I will keep looking at it. With a bit of luck MS will sort out the issue, where the AppStart is running under the AppPool account. Where it should be running under the Web Site account as far as I can see.

If there is any specific area that you would like me to have a look at when I get the chance, let me know. Also if you want a copy of the version of DNN that I have created to have a look yourself, let me know.

In web.config I changed <indentity impersonate="true"/>  to <indentity impersonate="false"/>

and now I do not get the Windows Login Popup any longer. All visitors can access the website immediately

Is this 'solution' causing any big problems?  or is it possible to get away with this until experts work out a real solution?

Is it possible that the EventQueue could write to the Database rather than to the FileSystem? This would seem to avoid the permissions issues on App_Start. However I am not sure if there are other mitigating factors to consider.

Yes, but that wouldn't solve the problem with the scheduler also starting up on the app pool identity.

I wrote the EventQueue to use the file system so that it could be used without the extra requirement of having to have the DB involved in the persisting of messages across an application restart.  It would be fairly trivial to use the DB as the message store, but it would hurt performance and possibly reliability.

That is a great way to get past this problem.  Unfortunately most hosts who use this configuration do not allow identity impersonate to be turned off at the application level.

I won't tell on you though...
