What are your permission settings and did you inherit them successfull to all subfolders and files? What OS did you use? Did you disable the UAC (User Access Control) on a local install with Vista/Win7/Win8 ? What Browser are using? What SQL Server version and SQL Compatibility Level is used for the DNN Database (Compatibility level can be checked with right click selecting advanced settings on your database using SQL Management Studio)?

For me it looks as a permission issue, or something goes wrong on the upgrade or install.

Looks to me like a jQuery issue. What are your jQuery settings?

This is my Jquery settings.

jQuery Settings

1.9.1
1.10.3

Please advise me the best settings or any good solution for my problem.

I want to suggest to update your Skin to jQuery 1.9.1 and jQueryUI 1.10.3 and use the new libraries that shiped with dnn.
