I was able to make it work by using the "https://localhost" url. Not sure if that is the reason. Previously I used a domain name accessible via internet.

Maybe someone is browsing the site or something while installation was going on. Again I am not sure if that is causing the webconfig file to be used by some other process.

Hope this helps with anyone with similar problem.

Interesting... Does this happen during a fresh installation or while upgrading?

please make sure, no backup or Virus scan Software is blocking Access to files during install.
