I got it working by setting the trust level in the web.config from Medium to Full

Look for this comment in the web.config

    <!-- set code access security trust level - this is generally set in the machine.config -->

After that, install the report module. once it is complete, I would then reset the trust level to medium again for security sake.

Well that tends to verify my fears. I'm afraid the writing to the config file done by the core is not allowed in medium trust.

It's actually because the core use the new Web Configuration namespace which tries to update the machines web.config file.

This will be corrected in the next release (4.3.6).

These config file issues, are making module support for C# developers a nightmare, I hope this gets fixed for good shortly.

It's not a C# specific thing, but I hear you on the support issues.
