this is NOT correct, only upgrade packages do not contain modules.

In a default installation all modules shall get installed by default otherwise there occured an installation issue. Please review the log files inside the /providers/dataproviders/sqldataprovider folder. you can check in advance of starting the site - after you unzipped the install package - the modules to install inside the /install/module/ folder. I recommend to remove all modules that you do not plan to use, especially the "4 Giants" Blog, Forums, Repository and Store due to performance reasons.

DNN 4.4.0 will come with basic modules installed only and use an install on demand feature to improve this process.
