I see. You took out the tbody tags and div tags. Was that it? Anything else?

tbody tags might be reinserted by html module, anyway - but that's not a problem (these are just no longer an HTML standard, but won't cause issues)

I've stripped the following out - every TD had align="left" (this is default, so there is no need for it), every TD content was wrapped in <DIV align="left"> - this was causing that positioning issue, every TD also had scope="cols" - no need for that either.

As far as that <DOCTYPE tag - you absolutely don't need it. You don't REALLY need it even at the top of the HTML page, and you CERTAINLY SHOULDN'T have it inside the page.
