Yes, ErikVB, I did exactly what you advised me to before I even considered posting my problem in here. I always get Connection Timed Out.

And Jeff, thanks for lending a helping hand. No, I do not have SMTP setup on my machine. However, OE is in this very same machine and no, this is not a production server. Does it have anything to do with SMTP not existing on my machine? Is it an IP address issue?

If you can send from the same machine from outlook using the same smtp settings, then everything should be ok. You might want to consider using a local smtp service that just passes through the mails to the real smtp server.
