I've been struggling with this for a bit. If I'm logged into the site as the SuperUser, I can see the "Edit Text", "Edit Newsfeed", and "Add New Announcement" links under the modules that I've got on any of my pages, but when I'm logged on as the Portal Admin, these links do not appear. In fact, I don't even have an "Edit Text" option in the module control panel menu.

I'm new to DNN, and I've been poking around in the settings. It's possible that I might have enabled/disabled something that I shouldn't have, but I can't seem to find any references to this permission. I checked the event logs, but there's nothing in there. I found a reference to modifying an ascx file (replacing quotes), but this version didn't have the weird quotes in the file.

I'm running DNN 4.5.5 on a Windows 2000 server. It's fully updated from Microsoft.

Any suggestions would be greatly appreciated.

Make sure you are in Editmode and not Viewmode when you login as the portal admin.

Check the permissions of the Portal admin account.  Make sure it in fact has an admin security role.

Thanks for the suggestions -- I've checked the settings.

I'm definitely in Edit mode, and you can see the missing "Edit Text" link (the "Welcome" box is Text/HTML).

The weird thing is that the inline edit works on the title, but not for the content.

And I'm a member of the administrators group:

does this issue persist after an app restart (in Host :: Host Settings) or iisReset?

I've tried both an app restart and also a full server reboot with no change in the behaviour.

I've been playing around with custom skins and containers, so I set the skin and container to defaults (aka "Not Specified") and tried to see if that would fix the issue, but it didn't.

But here's the weird thing -- I just created a second portal to see if that would allow me to edit if logged in as portal admin, and it DOES!

Obviously I can just delete this faulty portal and create a new one in it's place, but I'd like to figure out why this happened in the first place, so any other suggestions would be appreciated.
