Did you get this working?  I have a DNN install that has about 15 portals, now I cannot add a portal without having this same exact issue.  All existing portals work fine, but new ones will not.

I figured it out...

If you log in as host on one of the portals, go to "Host Settings"  under the Host menu.  In the "Basic Settings" area "Host Details"  make sure that these settings are correct particularly, make sure that Host URL is a URL that actually works. 

For me, I had Host URL as www2.mydomainname.com.  But I got rid of www2.mydomainame.com as a domain alias for the portal.  I changed Host URL to a good domain and all is well now.
