So your saying that every time I load my skin on a new site, the skin has to be modified specifically for that site? So, for example, if I have my development environment (site 1), acceptance server (site 2) and production server (site3), I will need 3 different versions of my skin? And when I update my skin, I have to modify it 3 times for each server? And then if i want to release a skin to the public, each person who loads my skin has to be capable of editing the skin after loading it to point to the correct privacy/terms pages?

This really needs to be changed. An option similar to how you can point to a custom Account Login page in your site settings is needed.

The privacy and terms of use links create urls that use the ctl override in the querystring (creating URLS like .../ctl/Terms/... and .../ctl/Privacy/...).  When this method is used to override what is shown on a specific page, the admin skin is used.  You will either need to set your admin skin to be the same are your subpage skin, or you will need to create pages for privacy and terms of use, and then link to those instead of using the skin tokens.

How do you force it to use the admin skin? I can't get it to use anything but the homepage skin.

The Admin skin can be specified in Admin, Site settings, Appearance.

I've got the admin skin set. It's used for all my site admin pages. What I can't do is force the privacy/terms pages to use the admin skin instead of the homepage skin.
