The problem is with any (I suppose) language pack, I have problems with:

delete users
send email for new user registration

with spanish language or new package

Try to set the Culure and UI-Culture to the same as your standard portal language.  This fix the problem by me.

Change it in web.config to this only the standard language setting for your Portal is spain (sie in the administration of the portalsettings) !
