No matter what I do, I cannot get this to work correctly.

I have a Conference Room Booking module on a page with a couple of other modules.

I want the person with the CRBAdmin role to view and edit the CRB module, but not see the Control Panel at the top. I guess I don't care that much that they see the control panel right this minute, but I am trying to create training videos and I don't want it there. So in Usability settings, I set it to only show for page editors not module editors and made sure that it was set to Edit when I logged out.

Then I went to the CRB Module and set it view by all and view and edit by CRBAdmins. But when I login as CRBAdmin I don't get access to Edit the module options.

I have tried Restarting and clearing cache, etc. but it is not working. I am on 4.8.2.

Any help would be appreciated.

First, make sure that you've checked the Edit radio button on the "mini-banner" at the top (switch the banner back on so that you can see the setting). 

Do you see any action menu on the module?  You won't be able to access the module's Settings page, that's only available to page editors.  If you have settings that need to be accessible to only module editors, you'll need to put them in a separate control, put settings that should be restricted to page editors in the Settings control.
