I added a text/html module to a page that has view permissions set to "all users". I set the module itself to only display for "guest users" and denied access to "registered users". This was done with an admin account.

Testing revealed permissions worked correctly. However, the module would not display for the admin account in edit or design mode. I had to login as Host in order to go back in to see the module.

Is this by design? Shouldn't Administrators have access to modules set with those type of permissions?

I assume, this is an oversight in permission evaluation with the newly introduced "revoke" option. please log the bug into the public issue tracker (2nd from top) at support.dotnetnuke.com. Thank you!

Actually this is not a bug in the new "Deny" option.

As with Windows permissions Deny Permission from one Role supercedes any Access permission from any other role.

To accomplish what the user wants to do is simple.

Set Guest Users AND Admin users permission to true, and set Registered Users to "none" - ie unchecked (NOT Deny)

Any use of Deny (Red X) will deny any user that role, regardless of any "Accept" (Green check) permission.
