if you want to show up tags for page (not module), it needs to be included in the page skin, like in default skin.

By saying "Default Skin", Are you saying that it somehow needs to be implemeted into the Skin package, or is it in one of the page editor functions in either Host or Admin?

 Ok, I'm going to have to show my lack of experience now, how do I do that? Is that done in the host or admin settings, in the default.aspx or where.

you need to modify the skin applied to your site, as an intro I suggest reading DNN Skinning Guide, you may obtain from Resources > Documentation > Downloads in menu above.
