The way I interpreted it which fixed my files from not displaying, and which might explain the above is that the
Providers>>HTMLproviders>>Telerik>>Config>>ConfigDefault.xml
needed to have the file extensions added to line 36:


The files had the right permissions, and are in secure folders. The syncronize and recursive were checked. The cache was dumped, the site restarted, but all that was missing was the file type I needed (mp3)
