It sounds like the install is having trouble locating the existing database and portal information so it is acting as if it is installing fresh. You may want to check your web.config for the DNN installation to make sure that it is pointing to the correct SQL server instance and that none of the settings have changed for the database information.

it worked until i rebooted the server and i had made no changes to the file...i am using apppoolidentity...this makes no sense

ok... after much pain i have discovered the problem is the brain dead dnn solution to sql express....attach file is for local pre production work and should NOT be used in production systems....

unfortunately the database option does not work with sql server express during dnn installation....so, install using the file option. then attach it to sql server...grant rights for the iis apppool\website name user in sql server express....then change the web.config sql connection string to connect with integrated security...

what a complete crock of a sql server solution....i will hold my tongue regarding the competence of the architect...

dnn now works as it should....
