Page State is set to page not memory
module cache provider is set to moderate
authenticated cacheablilty is set to server and no cache
compression settings set to no compression
whitespace filter is checked

Not the Page State. The Module Cache provider.

Then i would guess it is a server / IIS configuration problem.

Do you use Net 2+ or Net4 ?

Also maybe it is time to change hosting provider.

I have been having problems with the server and that's what I thought it might be.  I migrated to another server today.  Hopefully that will solve all the problems.  Thanks everyone for the help!
