im not sure then, it may be that there is an error as this is a rarely used edge case (but that in itself would be odd as we use the same permissions controller code to install portals based on portal templates). Please log it at support.dotnetnuke.com so it can be investigated.

Unfortunately, I've found the same as Jeremy, using 5.2.3 Community Edition. It seems it would only work if changing the template when creating a new page, actually loaded the template values for you. Otherwise, how would it know if I had explicitly removed my default roles, or wanted them to be retained as per the template file?
