oooh, I hate to post and then have to post right back afterward, but the problem continues... glad though that I can post back with an answer.

When testing with a user, in this case, YES, the email arrives with a link to the Password Reset page/action, but currently I cannot successfully use that page. Regardless of how quickly I use it, when submitting, it returns the error

Failed to reset password - either the username/token combination is invalid, or the token has expired.

I tried this a few times before going back into the web.config and setting it to
enablePasswordRetrieval="false"
(since it wasn't allowing that anyhow)

and then in Host Settings, and checked (enabled) the setting for "Enable password history?"

Once that was on and I cleared the cache/restarted app for good measure, a new test then successfully sent out a password reset link by email and I was able to successfully set a new password.

I have the issue that the email itself does not have a link to reset the password. I'm just upgraded to 7.2.0 this morning.

I managed to isolate the offending component in DNN7.2.1 causing the problems with the reset password token and link being generated. The problem can only be replicated when the language setting of the DNN7 portal has been changed from US to UK. The work around I found was to revert to the English US language and the reset link started working correctly. Please have a try and see if this resolves your problems.

Darn it, my default and only language is US...

Admin - Language Management - Settings

System Default - English United States
Site Default - English United States
Native Name
Enabled Language Parameter in URL's
Enabled Browser Language Detection
Disabled Allow Users to choose interface language

it has nothing to do with the locale, but rather that a custom language pack was created and that does not have the updated key i.e. this can happen if you are using a language pack that hasn't got the updated entries, or if you create a portal specific version of the globalresources script (which is pretty rare, so its likely the first). Look for the

EMAIL_PASSWORD_REMINDER_BODY and EMAIL_USER_REGISTRATION_PUBLIC_BODY text and edit it to use the new PasswordResetToken value e.g.

Link to reset password: http://[Portal:URL]/default.aspx?ctl=...]

If you do not know, or cannot remember, your password, please go to http://[Portal:URL]/default.aspx?ctl=...] to reset it.
