Give the specific users or security role the "View", "Edit Content" and "Manage Settings" rights for the pages you want managed by non-Admin users.

This will provide them a sub-set of useful permissions while preventing them from adding, importing, exporting and deleting pages in your site

In Community you'd do this when the Administrator creates the new page and you can also do this when you copy/clone a page

Hey Ken, thanks for the help.

I want the user to be able to add and edit and delete pages... But do not want them to have access to anything else... I think I cam about this myself before and had to make them admin, but used jquery to hide certain things from them in the menu. This was in DNN 6... I will jsut give them admin right for now and see what happens...
