We are discussed adding the ability to delegate "admin" functions to non-admin users (in fact I sneaked in some custom module permissions to support this with 7.2.1), but it's quite a lot of analysis and work to do as the “users and roles” module consists of three different module definitions and ten module controls in total.

As such it's not as simple as just allowing access to users/roles to the "user and roles" module, as there are certain actions that should probably never be allowed for delegation, some that could be and some that are fairly harmless. There's also a few that would require additional code e.g. if I allow a non-admin to control roles they could remove me (the real admin) from the admin role which is definitely something that wouldn't be welcome. I created a document for our product team to review (https://dnntracker.atlassian.net/secu... ), where I list the capabilities and some of the potential dangers, so they can decide what capabilities we might allow delegation for in the future

If the feature has been removed by security reasons, then DNN Dev Team could try to separate the User Management from Role Management requiring different permissions for both like some other CMS tools.

By the way, what I am actually trying to achieve is to delegate to a Custom Role the User Approval permission. Is that possible?

Let me preface this with the fact that I am not a developer and stand to gain nothing by this, only trying to help 2 people come together.  I have had a custom membership directory developed to show a bunch of custom information as well as custom links to manage users, edit profile information, and create new users, even stage new users (prospective creation for a time period then converted over to full members).  All of this is role based.  I have a role on several of my sites that ONLY has the ability to add new users and edit their information (to keep their records accurate when they don't do it themselves) as well as many other features.

 As I mentioned earlier in the thread:

"It's true you used to be able to do it in a few versions of DNN, but this was an accident and not an intended functionality"

If you read the whole thread you'll see that we are considering supporting delegated administration - it's just that it's not a trivial task to do, so we'll likely do it over a few releases (this year we're focussing on a few key areas, one of which is depth of features, which this falls into)

Was this ever addressed?

I too have a need for this functionality, specifically the ability to grant the "authorize user" functionality to a role.
