An Admin can update the profile picture for any user and the users can not update their profile picture themselves. I know I should allow the visibility for "all users" and Read only should be off. 

But how many times I did try. I marked the read only and Required to off. But it is not saving. When I am updating and open again, I can see the same. (Screenshot - http://awesomescreenshot.com/03346nn59b)

How can I fix this? 

I am using DNN 7.3.4 and the latest and this is the starting version. Please help me how to fix this. Any temp solution like Database change manually?

Another thing. I am just guessing this. If I open to edit any profile property, then it is saving its default values and also it might be setting the visibility to "Admin Only". SO it is allowing to edit only for admins and users can not. But I can't find as it wrong in the database either. Strange and users are complaining..
