If he is correct than the OP's question was not answered. The default.css was not being overwritten by the portal.css

So...what is causing the background image to pop in briefly and not staying?

On this subject, I noted that the graphic I want on unused areas to the left and right of a fixed page is visible below the fixed page. The grey area extends only to the left and right. I suspect that means that its part of the supplied grey skin. But, I don't see a way to change it. Using the Admin|Site Settings|Stylesheet editor I have changed all instances of 'Grey" to 'Orange" and this area didn't change.

Second note: Is there a way to edit the other style sheets from within the program. I suppose I could download them all and change them and then upload them. But, this would be a very slow way to go about it. Is there a style sheet editor for the others like for the one we edit in Admin|Site Settings?

I had the same problem a couple weeks ago.

Problem is you need to set the background in the .skinmaster style and not the body style.

Just add the followin in the stylesheet editor:

.skinmaster {
background-image: url( 'mybackground.jpg')
}
