The width is set in the ascx/html file not in the css file. That's why I am suggesting it's a caching issue.

Nestor I apologise you're right - While I use the standard blue & grey skins to start projects we have another folder where we've removed some elements and made changes and I was looking in there.  Sorry -  I have so many files I was looking in my own modded skin.css file.

Sorry, I'll open a new thread in the future. I was going on the assumption that it would be better to expand on an existing thread but maybe that wasn't a good idea! I got the answer tho. It wasn't a caching problem.

I set the width in the .htm and .ascx files \Portals\_default\Skins\DNN-Blue but the issue was with the padding sizes. Once I changed both the skinmaster width AND the skinheader padding, I was able to get the overall width set properly. (I had an existing website with all the graphics already done that I am converting to DNN and HAD to get the width to 755).
