The " " Sebastien refers to is really 'any change'. The reason being that when web.config is seen to change, the app gets restarted - it's a way of restarting your app if you don't have app access.

Go back to your original web.config and add an extra blank line to the end, or if playing with web.config is too risky, you could restart the box if it's a dev machine - that will cause the app to retstart too

Still no go. Made the change to the web.config and I get the same message at the portal level and in all the children when I try to login. My site(s) are hosted on GoDaddy, and I'm wondering whether they might have changed some configs since I had been in conversation with them regarding upgrading to DNN 4.8 from 4.7. They said they would have to wipe all my apps out because they would build a new database. I backed up my databases, and all  apps are still out-of-commission. Any suggestions?

Thanks... and growing weary of it all...
