Uhh... aren't we all forgetting the basics.  Why not just use a CSS @import in your skin.css?  The skin.css is already added to the head section and so this has the same net effect without any code required.

Joe, you raise a good point. However, in my case, I have a "master template" that is used to generatee different skin files for different sections of the site. Some of these skin variants require an additional style sheet which gets optionally injected into the master template. Thanks, Mike

A skin supports multiple CSS files.  You can have one master skin.css and then you can have a css file for each individual variant.  Just name the css file with the same name as the variant.  See the Minimal Extropy Skin with DNN for an example.

If all that is wanted is a stylesheet <link>, the <dnn:STYLES ...> tag does that.

E.g.
<%@ Register TagPrefix="dnn" TagName="STYLES" Src="~/Admin/Skins/Styles.ascx" %>
...
<dnn:STYLES runat="server" id="DNN_Styles_Global_IE_6"  Name="Global-IE-6" StyleSheet="css/global-ie-6.css" Condition="IE 6" UseSkinPath="true" />


That loads a stylesheet into the head of page. The benefit of this method is it allows for IE conditional comments right from the control itself.
