Scratch that, Just tried on server at work and upload doesn't work I will have to check on my home server I thought it worked duhhh

Yes, I believe there are some issues with IE.
Another observation: When viewing the Site Settings > Appearance with FF I see a label; "Drop File(s) Here" in the middle of the image container but IE has no such label.

The mystery deepens, Got home and tested on a vm running Server2008 r2 with ie 9 (Just to make sure I wasn't going mental), DNN is hosted on my local machine W7 and it worked, The only difference was I checked sites in ie and it was set to internet not trusted sites as previously stated.

Update: Now back at work, tested on workstation, upload logo doesn't seem to work with ie8, tested on server 2008 r2 with ie9, the site was automatically detected as local intranet and put in the intranet zone, upload did'nt work.Unchecked detect local intranets in ie9 which moved DNN to the internet zone,Upload now works(restarted browser after each zone change). Moved DNN back to local intranet zone and move the security slider up to Medium High, Yes move the security slider up, Upload logo Works.
