why do you nest includes? Web forms usually creates controls for visual elements to be included in the page.

I have includes so I can have the same include in all my skin ascx pages, then I only have to edit the one include if I have to make a change.
I am not familiar with Webforms. I want to be able to edit the includes in any code editor or text editor.
I am new to aspx and ascx pages. Should I be doing something different?

ASCX files are controls, which are re-usable by definition.
DNN uses controls for the skin and all elements in the skin, i.e. module panes and skin objects, which are registered at the top of the file (like an include) and provide functions like menu, login etc. IMO you should follow this concept.

If you are using DNN 9.1.1 can you run a test for me?

1. Add this code <%=PortalSettings.ActiveTab.TabName%> into your C# skin ascx page. Clear the DNN cache and browser cache then reload the page and go into DNN admin edit mode.

2. Add 3 or 4 modules into different content panes on the page (not the same content pane) and let me know what happens. What happens to me is, when I try to two or more modules it will move all the modules on the page into the last or current content pane that I am adding the module to.

Use the Inspect Element feature of your browser and you will see that the div class="DNNAjaxPanel" has disappeared. If you Inspect Element of a Skin ascx page that doesn't have the code and you will see the div class="DNNAjaxPanel" is there.

Note: the div class="DNNAjaxPanel" is the div just above the div class="DNNEmptyPane dnnSortable dnnModuleManager ui-sortable"

Please test. I think there is a bug in DNN 9.9.1.

Thanks,
Craig
