Forget the xml part if you dont use it.

Insert the code like this in the skin ascx

<dnn:MENU runat="server" id="dnnMENU" rootmenuitembreadcrumbcssclass="MainMenu_BreadcrumbActive"/>

and the css

.MainMenu_BreadcrumbActive {
 
   
 background-color: #FF0000;
}

This will result in a red root menu when this root or the child to that root are active.

Just tested it in case I didnt remember. It works.

Mark the XML file is there for DNN to convert a HTML file to ascx.
If you are skinning directly in ascx you don't need a XML file.

As I told you I'm not a solpart specialist... (I love CSS though)
That's why I forgot to test the seconde level menuitems, sorry about that

I think in your case you will have to add

rootmenuitembreadcrumbcssclass = "ActiveRootTab" to your
<dnn:SOLPARTMENU ..................> declaration in the ascx file
