I have also same problem, How we can compile our custom modules in 4.4.1 without upgrade to .4.5
Is there a way to do this.

Accepted Answer 

I just dug through the code to figure out why Create Module Package would or would not display. The only check is whether the Folder listed exists or not. There has to be a folder under DesktopModules that correspondes to the Folder Name listed for the Module Definition.
