I'm using store 2.1.34. I was having the same issue, changed the PayPal Payment URL: setting  from https://www.paypal.com to https://www.paypal.com/cgi-bin/webscr/ and it worked.

Yeah, that was an issue as well. It seems there were a couple of issues that cropped up after paypal made the change.

Hi,

It's because you first installed an older version (02.01.00 ?) then upgraded to the version 02.01.34. I can't override settings when an upgrade is done. By default, if you start with the last version the right url is used. I start to hate PayPal with their changes! :-(
