This was discussed again a while back in a core chat, with a view to using Sandcastle to create API documentation as part of the continuous integration setup we have. Naturally as part of this we'll have to beef up the xml commenting to make it useful, but theres no fixed plans for when this will happen. I'll ask about this at the next core chat.
