IMHO the scheduled job covers the symptoms but does not cure its source. You will need to investigate the cause of the misbehaviour to be safe again. Do you run other .Net apps in the same app pool?

We have the same problem. And it's the backup we do on the virtual every day that is causing the problem. The problem is the menu doesn't come up. We set IIS to Recycle the App Pool

(right click on the app pool - > Properties - > Recycling - > Recycle working processes at the following times)

This solves the problem. We have nothing else on the machine but one DNN site.

I agree that my temporary procedure to cause an application restart was only treating the symptoms.  And indeed it did cure all of the symptoms, apparently.  I would still like to figure out what is causing this.

Michael, thanks for telling me of your experience.  It sounds like the backup could indeed be influencing the issue.  I don't have any other .NET apps running in the app pool for this site, and the only procedure that runs like clockwork on this server is the complete backup done every Sunday.  (There are smaller backups that run daily; these do not seem to be interfering.)  I'll look into that further.

In the meantime I have configured IIS to recycle the worker processes daily, in lieu of my web.config date/time scheduled update procedure.  Will see what the effects are.
