Combined with a Google search script, works wonders.  And for a municipal government, just as you want to do.  Do a Contact Us on the site menu and send the email form, it goes to me, and I'll give you all the info you want offline.  :)

That is amazing! Same situation, basically same 'end' solution. That is very reassuring. Parallel spontaneous evolution? It was really freaky seeing your page.

I'm using the Xepient Open-Search module to search them. I may contact you about your Google script.
