IE9 is a Beta product and as such you should expect some issues when using it on any site, not just a DNN application.
We know Telerik is aware of IE9 issues and are awaiting a build from them where  the IE 9 bug you ran into is fixed.

Well, now that IE9 is officially released, there is definitely a problem. Our clients want to or already have upgraded to IE9.

For now, we click on 'compatability mode' in IE9 when using the Telerik editor and IE9. Most of the issues go away. At least the picture and document windows pop open!

We have a new Telerik DLL that addresses many of the IE9 issues. We are testing internally with it. This new DLL will also be available in the DotNetNuke 6.0 CTP2 slated for release at the end of March or beginning of April.
Tell your clients to use compat mode in IE9 for the time being as we know it fixes the majority of issues
