Thank you all very much for your replies.  I am about 95% certain that this guy has ripped us off.  He now won't answer any emails.  I should have known better, but part of the problem is dealing with a client who thinks we can get his website crushed with traffic by just paying some "guru" to make him constantly appear in Google's top rankings by keyword......

I've learned a valuable, albeit costly lesson here.

Thanks again, folks.

One easy first step to analyze a site is to use the tool in IIS7
http://www.iis.net/download/SEOToolkit

Just run a test on the site in question. (took about 30 seconds)
A lot of invalid markup. No h1 tags and broken links. Most by bad made skin.
Al ot of Keyword DotNetNuke DNN that maybe be good for DotNetNuke but not for the attorneys.

Hi - thank you for the information, but the site is not running on IIS7 so I can't run that tool.  But based on how this guy is behaving, I wouldn't be surprised at all if the skin he created for us is absolute junk.

Your site does not need to be on IIS7. You can run the test from an other machine.
If you have a Win7 with IIS instaled its fine.

Sounds like he got in over his head. Good SEO is more than just page ranking, it really needs to be coupled with a marketing plan. It is kind of useless to have high rankings for a particular keyword/phrase if the people doing the searching have no real interest in your product or service. the last thing you want to do is generate a lot of traffic that just eats up bandwidth but produces no results (ike sales ).

How did you find this guy?
