no - it's something I've only see two or three times in the past 5+ years, and each time the debug "trick" fixed it -the issue is with asp.net's temporary internet files cache, there is nothing in DNN to fix this. If you don't have access to the web.config, perhaps a server reboot would fix, but I don't know - all the other reports the debug state change was all they did

I have access but I don't have knowledge to find an fix problem..... :(

I can not Reinstall DNN because there is several things inside for 2 years, the sound like I'm Relay Star-crossed.....

If I upgrade to DNN 7.3.0 will fix or not?

I'm not sure you're understanding correctly - the web.config file is the file in the root of your website. If you cannot access it, then you can't upgrade either as upgrading requires you to overwrite the files in the folder (which obviously includes web.config)

Armin, advanced configuration is the most unnecessary module inside DNN.
are you able to enter other items in admin and host menu?

OH MY GOD

My Server IP has been blocked for this Funny problem,.... some Robs makes several auto-registation by my 100 DNN website on my Server and I receive from My Server provider this email:

This is an RBL nomination for the following lists of IP addresses that
are in the process of being listed to the RBL as a spam source
and/or is an originating spam source in progress.

176.9.138.131
-- End of IPs listed to the RBL --
