ok so i've tried to follow some of the suggestions from that link by increasing the size in the webconfig from 8 to 32...but I can only do that if I download the Repository.source...change...rezip...then re-upload right?  It keeps giving me errors when I install the one with source, saying stuff is missing like :

File specified in the dnn could not be found in the zip file: DotNetNuke.Modules.Repository.dll

File specified in the dnn could not be found in the zip file: DotNetNuke.Modules.Repository.SqlDataProvider.dll

ExceptionSystem.Exception: Dnn load failed, aborting at DotNetNuke.Modules.Admin.ResourceInstaller.PaDnnAdapter_V2.ReadDnn() at DotNetNuke.Modules.Admin.ResourceInstaller.PaInstaller.Install()

But, when I install just the repository install, it works fine...but then there's no webconfig file to change the size limit!

You want to change the Web.config that is located at the Root of your Dotnetnuke install.  Is that the one you are trying to change?
