Check out Ventrian's News Articles module. I believe it would do about 85-90% of what you want. We use it on our intranet for the same purpose. It comes with a News Archive module and the appearance can be style-sheeted.

We are looking to use this as an internal application. After a quick pass of Office Live it seems to be geared as an outside business website. We're just trying to make it easy to publish a newsletter for our employees. Maybe I'm misunderstanding what Office Live offers. If so, can you please let me know where I can find more information in using it internally.

Thanks for the link. I showed it to my boss, but she wasn't 100% sold on it. I think it might be a good solution for us, though. One thing I was confused about, if a person uses this, is there a monthly fee that you have to pay?

No monthly fee. You pay for a subscription, which for what you get isn't very much at all. During the timeframe of the subscription, you can download as many modules and updates from ventrian. The modules will always be yours to keep with no fee. He currently has 11 modules, 2 skins and 2 skin objects included with a subscription.

I am not affiliated with with them, but I will endorse their products. Scott (the owner/developer) is heads and shoulders above everyone else, especially with help and support. He also has some customer forums that are very helpfull when setting up the news articles module.
