did you  try to save the fckeditor settings again?

To confirm: Saving the FCK settings does NOT work. I saved them and monitored my event log for a few days and the error reoccured.

Any other ideas?

I am also recieving this error I upgraded to 5.2.3 with a full install which upgraded the HTML editor.  I am unable to use the rich text editor.

check Modules, TabModules and HostSettings tables for values, which might not be appropriate to be a boolean; if you are unable to locate the issue, deleting all fckeditor settings rows might be a solution (backup your database first).
