Also to be SURE that VS2008 puts the right keys in the web.config for AJAX, drag and drop a AJAX update panel onto a page and save the page. This should cause VS2008 to update the web.config to AJAX.

I found you have to add:

DotNetNuke.Framework.AJAX.RegisterScriptManager()

in the page load event and it worked just fine.
