As I stated, I tried v4.0 and v3.5 - Neither works.  Any suggestions?

FWI: There is no v4.0 selection option in my vs2008 Target Framework dropdown menu.  My Highest is 3.5.  The web.config is set at 2.0 for the text you spoke of in the messages above.

AFAIK you need VS2010 to select target framework 4.0, when compiling. But to display captcha, you need to modify .Net version used for the app pool of the site.

I would need clear directions on how to do that.  I am currently running LocalHost IIS 6.

I tried and learnd something I want to share.  The catch code I added is from the DNN source for the user regitration screen.  I turned on user registration captcha, and it works perfectly.  Yet, my code, (a copy of theirs) does not.  Does this help?
