please go to Host Settings In Host menu and check SMTP configuration. Test the connection to make sure that mails can be sent. Next, check the email address in user profile for the portal admin user, which is used as sender. Last, make sure the SMTP server is granting to send using this from address and the users' email addresses (you might need to enable "relaying").
