 Chris, can you elaborate on what you did?  Where are these resource files located and what did you change?

I answered my own question.

1. go to Admin -->Languages
2. scroll down to: resource name: MESSAGE_REGISTRATION_INSTRUCTIONS.text
3. add your instruction text "Passwords must be a minimum of 7 characters ..." in the box on the right hand side.
4. update

The added instruction text should now be displayed at the top of the registration page.
